Every project is going to experience a certain level of risk and it's the responsibility of the project manager or event organizer to assess the risk and determine what is acceptable and how to mitigate certain elements if risk, or to elect that the risk is too great and make alternative arrangements.
a. Risk–Referee failing to show up at the designated time: This risk would not be acceptable, because delays in the start of games would make hosting a tournament impossible. If folks are driving, who knows how far, to participate in the games it would place a level of burden on the event organizers, parents, and participants that could potentially result in the termination of the tournament, which would have a negative impact on the league.
